Allegations Rock Nigeria Police as Shina Philips Linked to Egbetokun in Conference Fund Scandal

Fresh allegations have emerged within the Nigeria Police Force, accusing Mr. Shina Philips, managing director/CEO of Lenders Consult International, of financial impropriety in the organization of police conferences for senior officers. Multiple senior insiders claim Philips operated as a close ally of former Inspector General of Police Kayode Egbetokun, allegedly handling funds without rendering proper accounts to the force.

According to police sources who spoke to SaharaReporters, Philips was responsible for organizing conferences across various states and allegedly solicited sponsorship from governors under the authority of the then-IGP. Funds for these conferences were reportedly paid directly to Philips, with insiders alleging that the money was shared between Egbetokun and former Force Public Relations Officer Muyiwa Adejobi without the knowledge of other senior officers.

Sources further claimed that allocations meant for distribution to senior officers during state-level police conferences were tampered with, raising serious concerns about transparency and accountability. Insiders are now urging the current Inspector-General of Police, Tunji Disu, to suspend a planned April 2026 police conference in Imo State allegedly approved before Egbetokun’s exit and to initiate a full-scale probe into the financial dealings surrounding past events.

In addition to conference funding concerns, police insiders alleged that Philips accompanied Egbetokun on official foreign trips, movements typically reserved for the IGP and designated senior officers, and received travel allowances. Calls have intensified for a comprehensive audit of all funds allegedly handled by Philips under the guise of conference organization.

The controversy comes amid the broader fallout from Egbetokun’s tenure, which ended in February following reports that Bola Tinubu forced his resignation. Egbetokun was succeeded by Tunji Disu, formerly head of the Force Criminal Investigation Department (FCID) Annex in Alagbon, Lagos. His extended stay in office beyond statutory retirement limits had previously drawn criticism from civil society groups and fueled debates over institutional discipline within the police.

Egbetokun’s administration was also marked by allegations of nepotism, including controversial promotions involving Bukola Yemisi Kuti, as well as claims that ₦100 million from Anambra State’s security vote was traced to the account of his son, Victor. Rather than permit independent investigations, critics alleged that the former IGP’s office pursued legal action against journalists and activists, including Omoyele Sowore, over publications describing him as an “illegal IGP.” Court injunctions were subsequently issued restraining further reporting on Egbetokun and members of his family.

When contacted for official comment on the latest allegations, Force Public Relations Officer Benjamin Hundeyin stated that he was unavailable and directed inquiries to other police command spokespersons.

The unfolding claims have intensified calls for institutional reforms, financial transparency, and an independent audit within the Nigeria Police Force to restore public trust and internal accountability.
